What do i do about my dad?

alright..i need yalls help. everytime i try to talk to my dad he always ignores me. he leaves me and my mom at home with no phone, tv with only spanish, no vehicle, no money, and nothin to do.when he leaves he doesnt ask us if we want to go or anything. then when he gets where ever, they ask him why didnt we come..then he'll say that we didnt want to, we were pissed off at him, and said abunch of stuff to him. which we dont. he just tells everybody lies.however, everyday he'll get up, take a shower, leave, and dont come home until 11. 12. o'clock at night. most of the time he comes home drunk and he brings friends.everytime we try to talk to him he gets pissed off and yells. like today he was at the house sittin there watchin tv. me and my friend walked in and i started talkin to him about goin somewhere the next day. he just sat there. then i was like alright ill just ask tamara. later on my friend called and asked if i could go to the movies and if i did then i needed 10 dollars.i asked him if i could get some and he just sat there, i asked again and he said what do you want i said i needed some money..i got a ride and everything. he said go i said give me some money. then he started yelling at me and saying things he didnt need to be sayin. im gettin sick and tired of him not letting my mom or me do anything we want to do. hes wrong for everything that hes doing. i need some ideas on how to piss him off and to make his life hell. please tell me what to do.
