MITRE BOND ON TURTLE DOCK?

I am building a dock for my turtles, I am using PVC and Plastic, my question is I have some mitre bond that I would like to use to hold it together, I know it is toxic to aquatic organisms, but I don't know under what cirstances, If I use it to glue the PVC to the plastic and let it dry will it still harm the water? What if I let it set out and soak in a bleach solution for a couple of weeks?
