Advice please?

I am a foreigner, actually I came from Ukraine about 4 years ago. I have done an evaluation of my diploma recently and have got a Master's degree in Mechanical Engineering and a PhD level degree. Unfortunately, my knowledge of English is lower then basic. Bad situation, right? What do I have to do, guys? Of course, I know I need to learn English. Can anybody tell me if I have any perspectives at this moment? Any advice?
