Why the new law change??

Because of this new law that has been enacted, my wife and step-daughter have to wait even longer to be approved their visas. It is stupid because I am in the military, I filed all the necessary paperwork at the emby and now all the paperwork is being sent to the U.S. for review by the Department of Homeland Security to ensure than I am not a child molester. How many child molesters petition for family immigrant visas? I am being punished for what someone else has done?? Does not make sense to me. Does anyone know who I need to contact to find out how much longer this is going to be?
