I would like to know how long does a work permit in kuwait is processed?

I'm a Nurse here in the philippines and I have an application in kuwait as a staff nurse at Hadi Clinic. I wonder why until now my NOC or No objection Certificate hasn't been approved whereas some of my co applicants have been deployed already. NOC is similar to working visa. I was hired by Hadi clinic last January 27, 2008. I asked my agency and they themselves even Hadi Clinic have no idea why it's taking me that long. Is there a problem with their department of labor or is this the way they process applications at the ministry of interior in kuwait? I'm quite worried. :-(
