Help with my friend I really would like help?

my friend lives in El Salvador and she really likes anime and wants a 2d degree animation degree shes got blond hair and blue eyes and now speaks english but she wants to get to america or another country to follow her dreams any advice I can give to her? she is really depressed about it and I want to help her! How can she get through the Immigration process and whats involved in it now and if obama or mcain wins?
