How to remove/ counteract against a computer worm user?

My computer has come type of worm to where it runs slow and runs VERY loudly. Recently, I cannot even run it but for 20-30 minutes before it remotely shut off. Is there any way I can 1) remove the worm off the computer (antivirus programs ARE NOT finding any suspicious viruses or worms) and 2) retaliate against the user of the worm?
