Confusing behavior on the part of a scorpio? or no?

let's say you meet a boy, and he's a scorpio. and if that boy gives you a lot of compliments, and is very attentive, and then all of a sudden he kind of drops out of the picture, and you don't hear from him for a month..yet he still communicates with other people...if you told him prior to this that you don't want a physical relationship, is this some kind of revenge on his part? and if it is...should you see it as a pretty big deal...or forgive him, and be there when he comes back, if he comes back...p.s. prior to the ignoring he tells you he's ok with being friends...
